Disgard presets without precondition

Hi 

Is it somehow possible to disallow presets with no precondition or do so
that the acs ignores them? 

Im asking because some one by mistake deleted the preconditions on one
preset and the preset got applied to ~400 devices and I want to present
something like that in the future.
