Some CPEs don’t understand the short syntax for getting the TR-098 tree. Your device looks to be one of them. In the old days you would do a get on ‘InternetGatewayDevice.’ (note the period at the end). The sort of newer way is to just get on an empty string, which your device doesn’t support.
You could try changing that refresh task to pull “InternetGatewayDevice.” or “Device.” and see if that works?

CPE in that it appears you are trying to do a refresh object on a parameter value. You want to do a getParameterValue on values. But without seeing the whole conversation I'm making an educated guess.
