Add present precondition to look at file list

You can use my branch in github <https://github.com/akcoder/genieacs/>. It
will send a notification to a user defined URI with the acs ID, and the
entire inform packet. You can then have the receiving service figure out
what you need to do with the CPE. We use this to provision CPEs when they
come online.
