Format for Preset Event Scheduler

Hello,

Can anybody explain the format used for the event scheduler for presets? 
I get most of it, but what is the 3600 for? I assume it is seconds, but 
that is the number of seconds per hour instead of seconds per minute, so 
I'm not sure what it is for?
