Error performing get param values

I'm getting a fault when trying to refresh a node. A wireshark capture is

Right before the fault, Genie sends this (I've formatted it) to the CPE:

Notice that the ParameterNames node is empty. This fault occurs no matter
which node I try to refresh. This is happening with the latest on master.
