Multiple instances created in provisioning script

I just repro'd it with the sim.

Repro steps:
Fire up sim w/ data model
After the device has registered, put a tag called "Bridged" on there. Make
tag "Bridged" a precondition for the prov script.
On next inform, ~25 instances of WANIPConnection will be created
