Push File pushes Vendor Configuration File repeatedly every few hours instead of once

Hi Zaid, can you provide any further detail? I would very much like to get
this working. I cannot prove to them that the issue is on their side
because they claim that they don't have to accept the
"transfercompleteresponse" according to the spec and I don't know enough
about the spec to say otherwise.
