GenieACS Refresh object

The easier solution is to not allow users to make changes to the CPE and do
all changes via the ACS. This is the approach we use.

The much more involved answer is using a combination of presets and
provision scripts you can force the CPE to be in a certain state, but it
would be on a scheduled interval. Currently, GenieACS doesn't have RPC
support to tell the CPE which parameters to report changes to.
