An order of presets

Hello!

I've got some misunderstanding of presets.
Is it posible to do presetting for specific CPE in order?

For example:
1. I need to add new Object
2. Next set up parameter in that new Object
3. Next set up another parameter that out of scope the new Object
Restriction: it is not allowable do item 3 BEFORE fulfillment items 1 and 2.

If "YES" how it possible to do?
There is an option "weight" in the "preset" configuration.
But as far as I know this affect only on the same name's parameters.
