Cisco's CPE resources exceeded

With the "TASK_PARAMETERS_BATCH_SIZE" in config/config.json to 1, it's
better the error was he can't handle a batch size of 32 (resources
exceeded), but he didn't want to make the periodic inform, that's
embarassing.

CWMP's config of the router serie 800:

cwmp agent
 enable download
 enable
 parameter change notify interval 30
 management server url http://192.168.2.175:7547/

It don't cares about the change notify interval.
