About soapaction value with "" or empty

Dear All,

Does GenieACS can handle that the value of SOAPAction is ""?

POST / HTTP/1.1
Accept: */*
Host: my.genieacs.server:7547
Connection: Keep-Alive
Content-type: text/xml; charset=UTF-8
Content-length: 4407
Cookie: session=60acb8fea623e581
SOAPAction: ""

If my DUT send SOAPAction with "", GenieACS server will give RST to my DUT.
Get/SetParameterName will not work properly.

But I have another DUT which will send SOAPAction without any value(empty).
See the example below.

Cookie: session=6a867e2bf17c133a
SOAPAction:

genieACS 1.1.1 will do Get/SetParameterName without problem.
