Configure TR-069 Device

ACS url needs to be a URL, not just an ip. I.e, https://ip:7547/

Make sure your CPE can reach this URL, enable debugging in genieacs/config/config.json. You can also use tcpdump on Genie machine to track incoming messages, if you don't see any incoming messages, you have to concentrate on your CPE/network.
