Billing/charging system

Hi all,

Just wondering if anybody has experience with telo's billing/charging
systems. What I'm looking for is a system that gives control to the
operator in defining their own custom pricing and offers etc. To give a
contrived example, say the marketing department of some operator
decides they want to offer discount to the first N subscribers
purchaing a certain package in certain areas during the first Friday of
every month. And to be able to define their own rules for how that
discount combines with any other applicable discounts. Something crazy
like that. Essentially it would need to support scriptable business
logic rather than come with predefined set of "features". Does anything
like that exist, preferably open source? Is there even demand for
something like that?

I'm asking is because I was approached by an operator to build a
charging system for them. At my last job we built a system similar to
what I described above. It's been a few years and I'm no longer
invovled, but I know it's still in use and I may be able to convince my
previous employer to open source it. So I'm contemplating whether it's
worthwhile to dust off that old code and open source it and continue
maintaining it. Or perhaps I'm overestimating the value of this much
flexiblity and no software like exists simply becuase there's no market
for it. Would love to hear your thoughts or recommendations for other
systems out there.
