DELT testing -- Plug in?

A how to would be great as I'm looking to so similar eventually not for DSL/delt but I imagine the concept carries over to other parameters

If it’s worth it, I can add a how-to section on GenieACS or if someone can help clean this up, perhaps make this a plug-in?
