Periodic Inform tells your CPE to periodically send Informs to your ACS
which is different thing. To be able to query your CPE from ACS, you
need to enable "Connection Request" on CPE which enables HTTP listener
on your CPE. When your ACS decides, that it has something to tell to a
CPE, it connects to this CPE with special URL (value of
InternetGatewayDevice.ManagementServer.ConnectionRequestURL previously
sent by CPE to ACS in Inform message).

Try to connect to the "Connection Request" URL manually and make sure
it's reachable.
