Http/Https cwmp listen

You could create a second instance of the cwmp thats sole purpose is to
switch the CPE to the https URL.

What CPEs are you running? Do your CPEs have two interfaces? One for
management, one for the customer? This is how we have ours configured. The
mgmt network is IPoE, and we use DHCP to assign the ACS URL.
